Por que estamos sempre buscando um erro "menor" pra tentar corrigir um outro erro "maior"?
Eu detesto lombadas e valetas nas vias públicas. Detesto!! A gente precisa quase parar o carro pra poder passar por elas sem quebrar nada. E quando não são elas é que estão quebradas ou mal sinalizadas! Se tornam um perigo em vez de um meio de aumentar a segurança no trânsito. Mas, já parou pra pensar que essas coisas horrorosas foram criadas pra coibir o abuso de certos motoristas que não respeitam os limites de velocidade determinados nas ruas e rodovias? Daí, todo mundo, até os que seguem as regras de trânsito à risca, tem que conviver com o "instrumento de penalidade" em nome da segurança de todos. E por causa de alguns ou muitos, mas não todos. E também não em nome da racionalidade.
Falo isso porque, se se buscasse a correção do problema, definitivamente, a medida seria bem outra. A medida seria tomada relativamente aos cidadãos infratores SOMENTE e não à toda população. Uma medida seria a punição, mas há outras diversas maneiras de parar um problema de ocorrer como educação adequada, seleção mais criteriosa de condutores, melhor engenharia de tráfego etc etc.
Observa-se isso em praticamente todas as áreas. Não é um absurdo pagar funcionário pra "gerenciar" os carrinhos de supermercado espalhados pelo estacionamento? Carrinhos que os clientes largaram em qualquer lugar, geralmente atrás do seu carro!, antes de ir embora, por pura preguiça de devolvê-los ao lugar onde os encontraram quando chegaram pra fazer compras. Mas, todo mundo fica bravo quando chega e não encontra carrinho no box de carrinhos. Certo? Então, o supermercado tem que contratar esse pessoal pra sair caçando os carrinhos pelo estacionamento, pra satisfazer cliente mal educado!
Os bancos tiveram a "brilhante" ideia de estragar dinheiro em vez de deixar que os bandidos, aqueles que explodem caixas eletrônicos, o levem. E cairam do cavalo!, já que a ladroagem descobriu um jeito de literalmente lavar as notas manchadas! Vão ter que correr atrás de outra saída "inteligente" pro problema...! O raciocínio aqui é que, já que não há meios de parar os bandidos e evitar que explodam máquinas e prédios, vamos azucrinar e atrapalhar o seu dia de trabalho! Incluo nisso todos os usuários de caixas eletrônicos (e mais os cidadãos que freqüentam os lugares em que as máquinas explodidas se encontravam). Sai todo mundo perdendo: banco, seguradoras, clientes, donos de estabelecimento e até o bandido!
Vou chamar o sistema de micro solução, já que as soluções como as que citei somente se propõem a resolver a parte micro de um problema maior. E são, geralmente, falhas, incompletas e ineficientes.
Olha só o que acabei de ler no site de notícias globo.com: "Salwa al-Mutairi, política, ativista islâmica e apresentadora de tv no Kuwait, acredita que, ao comprar uma (ou mais) escrava sexual "importada", o homem se mantém decente, viril e devotado à sua mulher, evitando ser seduzido pelo adultério."!!! Ela apresentou a "proposta" ao governo kuwaitiano.
Preciso falar mais? :-(

Why are we always looking for a "minor" mistake to try to correct another mistake, "greater"?
I hate speed bumps on public roads and ditches too. I hate them! We almost need to stop the car so we can go through them without breaking anything. And what about when they are broken or badly flagged?!Become a hazard rather than a means of increasing traffic safety. But have you ever wondered that those darn things were created to curb the abuse of certain drivers that don't respect the speed limits on streets and highways? Then everyone, even those who follow the traffic rules to the letter, have to live with the "instrument of penalty" in the name of security for all. And just because of some or many but not all. Nor in the name of rationality.
I say this because if they seek to fixing the problem, ultimately, the measure would be quite another. The measure would be taken against the violators ONLY and not against the entire population. One measure would be punishment, but there are several other ways to stop a problem to occur such as proper education, more careful selection of drivers, better traffic engineering etc etc.
It is observed in practically all areas. Isn't it an absurd to pay for employees to "manage" the shopping carts left around the parking lot? Carts that customers dropped anywhere, usually behind your car!, before leaving, because they were lazy to return them to the place where found when they arrived to shop. But, everyone gets angry when finds no carts at the carts stand, right? So, the supermarket has to employ these people to go hunting for shopping carts through the parking lot, to please a rude clientele!
The banks, in Brazil, had the "brilliant" idea of spoiling money instead of letting the bad guys, the ones that explode ATMs!, to take it. Poor banks, were let down!, once the thievery found a way to literally wash the spotted notes! The banks will have to find another "intelligent" solution for the problem ...! The thinking here is that since there is no way to stop the villain and prevent them to blow up buildings and ATMs, let's pick on them and mess up everyone's day! I include in that all users of ATMs (and more all the citizens who frequent the places where the machines were blown up). Everyone loses: bank, insurance companies, customers, shops owners and even the thieves!
I will call it of micro solution, since solutions such as those cited here only propose to resolve the micro part of a larger problem. And they are usually failures, incomplete and inefficient.
Look what I just read on the news website globo.com: "Salwa al-Mutairi, politician, Islamic activist and television presenter in Kuwait, believes that by buying one (or more) sex slave "imported", the man remains decent, manly and devoted to his wife to avoid being seduced by adultery ."!!! She presented this "proposal" to the Kuwaiti government.
Do I need to say more? :-(
